Abstract

Arab Spring which begins at the end of 2010 has made many alterations on political’s map among Arab states. Begins from dissatifaction of Tunisia’s citizen which is burned by Mohammed Bouazizi- Young man from Tunisia, He sets himself with the fire in the front of Tunisia’s public as a protest to Tunisia’s government which he taught fail to make prosperity to citizens. This citizen’s protest then spread to another Arabis states. The crisis which happen in Yemen can be viewed as effect from Arab Spring. This huge wave of protes has taken more than 2000 victims which successfully made President of Yemen, Ali Abadullah Saleh descends from his leadership’s chair.1 After that, Yaman walks to the new phase of government under control of President Abed Rabbo Mansour Al Hadi. Opposition from Group of Shia Houthi appears to take a chance at this transition era. This opposition caused by discrimination from previous President which most of them are adherents of suni. The situation in Yaman becomes unsafe after the enmity between Nasional Government of Yaman and Group of Shia Houthi explode, many local citizens and foreigners are threatened there. One of them are Indonesian’s citizens, by using State’s Concept and Role’s Theory, the writer interested to explore how Indonesian’s Governments implement their Role to protect Indonesian Citizen’s in Yemen based on Constituation as the directive of Government’s duties.
