Abstract

The government of the Legislative Body / Regional People's Representative Council plays a
major role in the successful implementation of the functions of the budget / budgeting,
legislation and supervision. This is especially assessed by the community from an assessment of
the performance of each function whether it has been running as expected or not. Some DPRD
members in Manado City still have members who are not according to their education so this
greatly affects the quality of performance, which should have the human resources of members
of the DPRD meet the requirements to enter the DPRD, as a result it has an impact on inefficient
performance because of some members who do not understand the problems and tasks at hand.
So this should be followed up so that the Manado City DPRD can strive to improve the quality
of its performance and comply with standards. The supervisory function is the main point in this
research because supervision has the role of overseeing the implementation of each function of
the DPRD.
In this study the authors used a qualitative descriptive research method. The types of data used
are also primary and secondary data. The data collection technique in this research is to conduct
interviews with several DPRD members in Manado City who can be invited to conduct
interviews and collect data / documents for further analysis. The focus of this research is how the
performance of the Legislative Body of the Manado City DPRD in its supervisory function.
This research can be said that the performance of the Manado City DPRD in the supervisory
function during the 2014-2019 period is still lacking, because there are still many shortcomings
of various implementations that have not been achieved and the shortcomings of internal DPRD
problems such as political parties and their non-standard members, which are Political parties in the Manado City DPRD still have "politics of color" that dominate, causing differences in views
