Abstract

The problem of waste is a problem that is very concerned in Indonesia because the problems caused by waste are very complex, ranging from disease, social conflict, and requires a lot of money and land. Prevent the emergence of waste problems. the policy is contained in Regent Regulation Number 46 of 2018 concerning the policies and strategies of the Jepara Regency in the Management of Household Waste and Similar Household Waste as a policy for dealing with waste problems in Jepara Regency. The Environmental Service in responding to the Regent's Regulation has several policies to address the waste problem in Jepara Regency, one of which is named JEPAPAH (Separated Garbage Pickup). This study uses descriptive research methods with a qualitative approach. Data collection techniques were carried out by interviewing, observing and documenting those related to JEPAPAH. The data obtained were analyzed qualitatively by reviewing all the data collected which was supported by the results of interviews using the effectiveness indicators proposed by Campbell, namely program success, target success, program satisfaction, inputs and outputs, and overall goal achievement. The results of this study are effective because they are in accordance with the theories above, although there are some things that need to be addressed
