Abstract

This study aims to examine the effect of the Flypaper Effect on Regional
Expenditures, especially the General Allocation Fund and Regional Original
Income in Riau Province. The population used is all districts / cities in Riau
Province in 2017-2019. There are 36 samples resulting from the full sampling
method. This research uses descriptive statistics. The results in this study indicate
that (1) General Allocation Funds have a positive effect on Regional Expenditures,
(2) Local Own Revenue has no effect on Regional Expenditures, (3) the effect of
General Allocation Funds is significant on Regional Expenditures compared to
Regional Original Income, (4) Funds General Allocation and Regional Original
Revenue in the previous year period have no effect on Regional Expenditures in the
current year.
