Abstract

This research aims to explain the obstacles in solving humanitarian cases in the Southeast Asia region. These obstacles can be seen from the different perceptions of ASEAN countries on human rights norms and values in the west. The political and cultural differences of each country influence the way these countries view on human rights. The norms, values and principles adopted by ASEAN also influence the formation of human rights in Southeast Asia by ASEAN actors. In addition, the ASEAN regional mechanism, one of which is the principle of non-intervention as part of the ASEAN Way stated in the Treaty Amity Cooperation 1976, became another obstacle. In this principle, ASEAN member countries should not interfere with the problems of other countries, especially in responding to human rights issues. This is because ASEAN countries highly uphold the sovereignty of the country to avoid re-colonization which was once a bad history for Southeast Asian countries.
