Abstract

This research discusses about the factors that inhibit UNHCR to implement one of durable solutions named local integration to solve Afghanistan refugees in Indonesia in the year 2014-2016. The purpose of this research is to analyze about those factors that makes UNHCR quite hard to implement local integration solution in Indonesia. Based on the research that has been done, researcher found that there are two main factors that make local integration solutions hard to do in Indonesia. The first is international factor that showed Indonesia has not ratified the Convention 1951 and Protocol 1967 Relating to the Status of Refugees. The second is its domestic factor in Indonesia that is related to the number of population density, the law, economic condition, security, social and culture in Indonesia.
