Abstract

The COVID-19 pandemic has had a tremendous impact on the business world. The
business world has experienced an impact in the form of material losses, as a result
there have been many layoffs, delays in payment of wages and so on that harm
workers. In this regard, the government issued Circular Letter of the Minister of
Manpower Number M/3/HK.04/III/2020 concerning Protection of
Workers/Labourers and Business Continuity in the Context of Prevention and
Control of Covid-19. The issuance of this circular is expected to protect workers
and entrepreneurs in carrying out economic activities during the pandemic. This
research is an empirical juridical research. Empirical juridical research is research
that focuses on secondary data, namely literature studies on primary legal materials,
secondary legal materials and tertiary legal materials, but to complete the secondary
data, field research is carried out through interviews, observations, and distributing
questionnaires.
