Chile adopts Two Round System or Run Off system. The economic improvement of Chile in the leadership of Lagos makes Chile become a country which has economic stability position in Latin America. It caused by two factors which are economic policy in the local country and policy in the program of "future infestation". Instead of it, there is a policy that the aim is to overcome the increasing number of unemployment and poverty which is called as "overcoming unemployment and poverty policy". Economic foreign policy gives the opportunity for the foreign investors to invest their capital in Chile. Beside the improvement of economy, Chile also faces the improvement on the political aspect. It is shown by the improvement of political stability and the successful of security that is proven by the successful to make a National Commission about restraining and torturing of politic to cure the traumatic of citizen in Chile. The main factor of victory of Chile political Party in General Election in January 2006 is caused by issues which are promised by political parties along the campaign period. Good prospect issue for the direction of development is people choice. In the general election in January 2006 in Chile Socialist Party is the chosen party in that general election. Instead the issue in campaign period, the victory of political party in general election is also determined by the attitude of citizen in determining their choice in Chile political party. The attitude of citizen in choosing one party is caused by the promised programs which are offered by certain party or because the people follow other people choice since they are still traumatic of last period under the period of Pinochet.
