Abstract

In presidential election 2004, Gloria Macapagal Arroyo won the presidency's chair. This is for the first time when an incumbent could take presidency for second term, because in Philippines constitution a president had only once tenure. In the presidential election, President Arroyo alleged opposition side, insincerely by telephoned one of the general election commission's member as mean to secure a million of her voice to defeat her competitor. It is Fernando Poe Junior. The record is recognized the name of Hello Garde. The scandal encouraged opposition side to demand Arroyo to step down. The demands were expired through a series of demonstration on Manila's main roads as well as raising effort to impeachment. Therefore, President Arroyo took an effort to her chair. She found a new evidence, and she said that the record have been manipulated. President Arroyo also anticipated demand of impeachment by using coalition of K-4 which was majority in the Congress. Beside, President Arroyo is supporting by military officers which have said promise faithful to government, and also neutrality of the Church.
