Abstract

By the end of the Cold War, states have dilemma of war that caused the destructive impacts such as decreasing economy, environmental damages and also civilian victims. Then, the decision-makers try to leave the military power to solve international conflicts and propose the peace settlement dispute then so called soft diplomacy. Soft diplomacy shapes the trend in the modern era that supported by the roles of United Nations (UN). But in 2003, the United States launched military action
