The most important objective this paper is explaining the dynamics of foreign affairs of local governments of West Kalimantan province to accelerate the development in the border area, through the implementation of paradiplomacy. This thesis also tries to analyze the process of making the border area of development cooperation policy Aruk - Biawak, paradiplomacy carried out by sub - national actor’s implications for the implementation of the results of cooperation. The problems are focus on this research is required to use of paradiplomacy concept and public analysis concept. In methodology, this study used qualitative techniques data analysis. Aside from data are collected techniques through in-depth interviews for primary data and literature study for secondary data. The results showed that the sub - national cooperation within the framework of cooperation among West Borneo and Sarawak which has become an alternative to increasing development in the border region. The analysis in this study focuses on the welfare of society as a result of cooperation in formulating policy paradiplomacy concept. And then has implications for the implementation of the agreement and the development of border areas to improve public welfare in Aruk-Biawak.
