Abstract

To face an increasingly complex business environment, organization needs a comprehensive strategic management system that translates the vision, mission, core values and strategy into the organization's strategic objectives to achieve organizational goals. In addition the organization also requires a performance measurement method which can assess an organization's performance accurately and thoroughly. In this case, the approach could be used is the Balanced Scorecard approach that measures the performance in four perspectives; learning and growth perspective, internal process perspective, customer perspective and financial perspective. The author use the document of Strategic Plan of Licensing Office Year 2007-2011, the Government Agencies Performance Accountability Report (LAMP Licensing Office of Yogyakarta City in 2010) as well as several other relevant documents to analyze the system of strategic management and strategic performance of the Licensing Office of Yogyakarta City. The conclusion was that the Licensing Office of Yogyakarta City performance overall predicate good, it is shown by the achievement of strategic targets each perspective. For the record, this analysis suggests that the strategy of empowering human resources at the Licensing Office of Yogyakarta is not properly accommodated. This is because the limited authority and regulations governing it
