Abstract

The construction industry is one industry that is very poor in terms of risk
management, so that quite a number of construction projects fail due to the failure
to fulfill planning agreements such as time schedules, budget targets and
sometimes even the scope of work. As a result, project owners and contractors
have suffered a lot of suffering, even to the general public. One of the factors that
cause considerable risk in a construction project is the delay factor. Factors that
cause overall delays in project construction, such as some under the responsibility
of the contractor and some under the responsibility of the owner, are quite
difficult to distinguish due to the nature of the overlapping events, or which party
is responsible and what the material of the delay is. Referring to the case of
delays in the Navy Post Office building project located in Bolaang Mongondow
Selatan Regency. This can be a special concern for contractors, consultants and
project owners to pay attention to things that can cause losses from project
delays. One of the main factors for the delay in this project is the implementation
management in building structural works. From the research results with the risk
matrix method, it was found that the factors that greatly influence delays in the
project, one of which is the material specifications sent by the construction
material business shop are not in accordance with what was planned in the
construction project planning. To anticipate the potential risk of delays in work
on the project, it is necessary to strengthen the communication of every worker
involved in the field, as well as good coordination with shops providing
construction materials so that there is no miscommunication. The biggest risk of
structural work on the project under review is that it can cause work delays and
mismatches in the field work with the previously made schedule. And the causes of
delays in work with the highest value weight were examined, namely in the lower
structure work (foundation), upper structural work (1st floor) and roof structure
work with a value of 9 (moderate risk category) due to lack of attention to
anticipation that will be carried out if it occurs unpredictable factors in each job.
