Abstract

This paper explains the reasons for Indonesia's foreign policy on the issue of women's empowerment in Afghanistan in 2013-2021. Afghanistan, which is a conflictprone country and many issues of violence against women, such as rape, forced marriage, and others, to date are the result of the unstable Afghan government and the low level of justice for women. Since the signing of the MoU between Indonesia and Afghanistan regarding women's empowerment in Afghanistan in 2013, Indonesia has begun to contribute to women's empowerment, such as socializing the prevention of sexual violence and empowering women through education to improve the economy. The author uses the concept of foreign policy and constructivism theory (State Identity) by Alexander Wendt (1999) and Peter Katzenstein (1996), Indonesia's decision to empower women in Afghanistan is based on the norms adopted by the Indonesian state, Indonesia's commitment to realizing peace in Afghanistan, and achieve the identity of the Indonesian state as a pioneering country for gender equality.
