Abstract
This study discusses Russia's foreign policy towards Turkey through trade in defense equipment in the era of President Vladimir Putin's leadership in 2017-2020. Cooperation between Turkey and Russia has existed for a long time, recorded since September 18, 1994. The two have entered into a cooperation contract, namely in 1987-2011. The two are increasingly harmonious and interdependent on each other. The Turkish Stream natural gas and Akkuyu nuclear pipeline cooperation is proof that their cooperation is very strong. But it's not only Russia who is playing in Turkish territory. The United States also comes into play in this region. The United States is an important partner for Turkey. The DECA (The Defense And Economic Cooperation Agreement) cooperation is proof of the cooperation agreement between the United States and Turkey. However, in recent years, relations between the United States and Turkey have been fractured. The rift started from the two countries which are both on a mission to deal with terrorism in Syria. The rift in relations between Turkey and the United States was exacerbated after President Erdogan's decision to purchase S-400 ballistic missiles by Russia. It turns out that this does not corner Russia's enthusiasm to continue to get closer to Turkey. This research is a qualitative research that aims to explain Russia's efforts to get closer to Turkey. The findings of this study are that Russia uses an instrument namely trade in defense equipment with the aim of maintaining the status quo in Turkish territory and can easily achieve its national interests in Turkish territory.
