Abstract

During the covid-19 pandemic, the Population and Civil Registry Office of the Medan City Government innovated in service to the community. Sibisa is an application issued by the Population and Civil Registry Office of the Medan City Government to take care of population documents and civil registration online. The purpose of this study was to find out the effectiveness or absence of Sibisa application and what factors affect the effectiveness of Sibisa application in the service of population documents to the people of Medan city during the covid-19 pandemic. The research method used in this research is qualitative research method with decluterative analysis techniques. In data collection, the study used data collection techniques with interviews, observations and documentation studies. The results of this study prove that the use of Sibisa application in the service of population documents in the covid-19 pandemic has not been fully effective because there are still several indicators that have not been met, namely indicators of the accuracy of program targets on the target of realizing ownership of various population documents and complete civil registration throughout the family and the realization of Medan as a city aware of population administration and program monitoring indicators. The advice from researchers to achieve unmet indicators is to require the people of Medan City to have a variety of population documents and complete recording and improve the competence of administrators in terms of program monitoring by providing training to improve the performance of the human resources of the Population and Civil Registry Office of the Medan City Government.
