Abstract
This study aims to determine the effectiveness of the government assistance program in maintaining and boosting the existence of MSMEs during the Covid-19 Pandemic in the City of Yogyakarta in 2021 and, to find out how the progress of Micro, Small and Medium Enterprises (MSMEs) before and after receiving Micro Business assistance (BPUM). This type of research is descriptive qualitative research, where data collection techniques are carried out, namely observation, interviews with 11 informants. While the data analysis techniques carried out, namely reducing data, presenting data, and drawing conclusions. The results of the research obtained are that the micro business productive assistance program (BPUM) in increasing the existence of micro, small and medium enterprises (MSMEs) during the Covid19 pandemic in the city of Yogyakarta in 2021 has been quite effective and has been realized well because the accuracy of the program targets has been achieved, program socialization has been very effective, the program objectives are in accordance with the desired, and supervision of the assistance program has not been implemented. Meanwhile, the progress of Micro, Small and Medium Enterprises (MSMEs) before and after obtaining BPUM in 2021, namely during the Covid-19 pandemic, MSMEs, especially in the City of Yogyakarta, experienced a decrease in income and turnover caused by a decrease in the level of public consumption. This causes financial and capital constraints for MSME actors, namely running out of business capital which causes some MSMEs to be unable to maintain their business. The existence of BPUM, although not in large amounts, can be used again as business capital by recirculating the funds to meet business needs which were exhausted during the Covid-19 pandemic. So that they can get back up to maintain their business which has decreased during the Covid-19 pandemic.
