Abstract

The State Administration Agency or Lembaga Administrasi Negara (LAN) is an institution that has authority to provide mentoring to state civil servants and has the responsibility to continue to innovate in mentoring. The data showed that there were still 1.35 million State Civil Apparatus or Aparatur Sipil Negara (ASN) whose performance was in the low category. The use of technology is the key in developing public leadership mentoring to be more effective and efficient for the ASN. Based on that, this research want to finds out how the development of public leadership with digital mentoring is carried out by LAN; and the factors that influence the development of digital mentoring.The researcher used the qualitative methods by using the secondary data. The secondary data were obtained from the websites, journals, LAN’s Twitter, and related information about LAN. The data were then captured and processed by using Nvivo 12 Plus. The results of this study reveal that in the mentoring, there were several indicators used to develop public leadership, namely, accountability, ethics, compliance, loyalty, and network governance. All of these indicators already fulfilled and had been optimized by LAN. Then, factors that influence the development of public leadership in digital mentoring are technology, mentors, and mentees. Therefore, there are some suggestions for LAN to develop public leadership namely, the integration between websites from various divisions and institutions in developing digital mentoring, separate mentoring between offline and online classes and creates the application for online mentoring that can be accessed anywhere and anytime
