Abstract
This study aims to determine the relationship of power and trust in collaborative governance to control the COVID-19 pandemic between the Regional Disaster Management Agency (BPBD) and the Muhammadiyah Covid-19 Command Center (MCCC) of the Special Region of Yogyakarta. The research method used is a qualitative research methodology with a case study approach and primary data collection techniques through interviews with the sub-heads. the field of operational control of BPBD DIY, Spv. Pusdalops BPBD DIY, Chair of MCCC DIY, and Secretary of MCCC DIY to obtain information about power and trust relations in collaborative governance, as well as secondary data with data archives on MCCC DIY, BPBD DIY, Books, Research Journal Articles, Reports, News, and various sources other writings related to case studies. Based on the results of this study, the three indicators of the relationship between Sources of Strength and Mutual Trust in Collaborative Governance are based on the three indicators, namely authority or authority, resources, and legitimacy. The dynamics of power and trust relations in collaborative governance in the case study of collaboration between MCCC and BPBD DIY in handling COVID-19 in 2020-2021 is very dependent on how the two actors manage these three indicators. The collaboration or collaborative governance that has been carried out between BPBD and MCCC DIY has been quite good, this is evidenced by the decline in COVID-19 cases in the Special Region of Yogyakarta. Where in this collaboration has been carried out based on the capabilities and capacities possessed by both parties to the maximum extent possible, although in practice BPBD DIY is more likely to initiate as a party from the government to be able to submit requests to MCCC DIY in carrying out their duties.
