Abstract
This article aims to find out the advocacy strategy for the implementation of gender norms by the United Nations (UN) as an actor from the international community on gender issues in Afghanistan from 2001 to 2021. Afghanistan is a country with a low gender level in South Asia caused by radical ideology. Pashtunwali Taliban extremist group. The group applies a patriarchal cultural system, and carries out a series of hard-line practices that are detrimental to women. Afghanistan's gender inequality index is ranked 169th out of a total of 185 countries registered and joining the United Nations. In the data collection process, the authors use secondary data sourced from national and international journals, official documents, articles, and credible websites. Using the dual strategy norm implementation model by Jagoda Rošul-Gajić, we argue that a strategy consisting of orientation, agenda setting, policy creation and norm implementation plays an important role in advocating the implementation of gender norms in national and international actors' policies. The analysis of the implementation of the strategy carried out by the United Nations creates an important space in efforts to disseminate the WPS Agenda, regarding gender being considered a crucial issue related to the rights of each individual.
