Abstract
Women’s participation during conflict resolution are very minimum, UN Women stated that since 1992 until 2019 there are only 13% women participating as mediators and 6% as negotiator. This article will explain the reason for Sweden as a feminist country to create Swedish Women’s Mediation Network (SWMN). In data collecting process, author used secondary data based on national and international journals, official documents, news article, and video. This article is using Foreign Policy Decision Making Theory by Snyder, Bruck, and Sapin (2002). In their journal “Foreign Policy Decision-Making” explained that there are internal and external factors that influence the decision making process. This article also use Gender Mainstreaming concept referred to Daly (2005) research titled “Gender Mainstreaming in Theory and Practice” that explained the role of gender mainstreaming to achieve gender equality. Author also use Feminist Foreign Policy (FFP) concept explained by Thompson & Clement (2019) in their journal “Defining Feminist Foreign Policy.” Explained that FFP is an interaction between countries that exist to support women’s right and interest. This article shows that the reasons behind Sweden’s decision to create SWMN are influenced by internal and external factors. Internal factors consist gender equality norms and Sweden’s interest to implement UNSCR 1325. External factors consist the high rate of Sexual and Gender Based Violence (SGBV) during armed conflict and the low number of women’s participation in conflict resolution.
