Abstract
Covid-19 pandemic has been declared as an emergency situation requiring a Public Health Emergency of International Concern by the World Health Organization. The emergence of Covid-19 brought dynamics of changes to people's lives around the world. The rapid spread of Covid-19 has caused very severe impacts. Countries as world actors must act quickly to fight the Covid-19 pandemic, including the Indonesian government. The efforts faced many new challenges that require more effective strategy. This study aims to determine strategies carried out by the Indonesian government in tackling the Covid-19 pandemic. Through the concept of cooperation and a global health diplomacy approach, this research has succeeded in showing that the Indonesian government is taking a global health diplomacy approach at the bilateral and multilateral levels to tackle the Covid-19 pandemic. COVAX is a form of implementation of global health diplomacy that brings great benefits to Indonesia in access to vaccine distribution with all its limitations. Furthermore, COVAX can also realize equality and justice for vaccines in the world under the principle of global solidarity.
