Abstract
One of the benchmarks that can be used to see the quality of human life is the Human Development Index (HDI), which is a measure that describes the achievement of public welfare on the level of education, quality of health and improvement of community welfare. The condition of the human development index is also strongly influenced by the policies of the government of each region because it relates to public sector expenditures to support development in improving the welfare of the population.The purpose of this study was to find out how much influence the Gross Regional Domestic Product (GDP), the number of labor force, government spending in education and health sector had on the human development index in the Regency/City in East Borneo Province in 2015 - 2019. In this study the model The regression used is panel data regression analysis using the Fixed Effect estimation method.The results of this study indicate that most of the independent variables, namely GRDP, government spending on education, and government spending on health have a significant positive effect on the human development index. With the exception of the number of labor force variables which have a negative and insignificant effect on the human development index number in districts/cities in East Borneo Province in 2015 – 2019.
