Abstract
The development of the times has ushered the world in the era of globalization. Globalization is synonymous with convenience, speed, and is closely related to technology and innovation. One of the developments in the era of globalization is the transportation sector. If in the past, people chose conventional taxis to get safe and comfortable facilities, then it is different now because online transportation, especially online taxis, is a means of land transportation that is being favored by the community. This had raised pros and cons among the drivers. The regulation on quotas is intended to maintain a balance between supply and demand, which is considered very important. Determination of quotas not only protects the interests of consumers, but also service providers including drivers because if the operating area is not regulated and the number of vehicles is not limited, what will happen is over supply. In addition to increasing the road load, the driver's income will also decrease if there are many similar types of transportation operating In order to accommodate the online taxi service, the Government through the Minister of Transportation made Ministerial Regulation Number 118 of 2018 concerning the Implementation of Special Rental Transportation as a legal umbrella for online taxis. In the regulation, there is one article that regulates online taxi quotas. As it is known that the existence of a quota will cause restrictions on the number of vehicles. Then to what extent the regulations regarding the determination of quotas are needed, how to determine the quotas and what efforts are made by the Government in implementing the determination of the quotas. In addition, what impacts will be experienced by drivers and users from the application of quotas. Based on the analysis of the data obtained, there are 3 variables of the role of the Department of Transportation, it can be concluded that the role of the stimulator is the most optimal in reducing traffic density due to the large number of online transportation operating in the DIY area. The effort that has been made by the Government to implement traffic density on online transportation is a moratorium, which has been implemented by service providers. Which rules already exist in Permenhub No 118 of 2018. Furthermore, based on 3 variables the role of the transportation service is not optimal, namely the role of coordinator by deploying police officers to regulate online transportation that is suspended but only gives appeals without providing a deterrent effect such as firm sanctions. And also regarding the temporary waiting area, it has not been implemented yet, while in retrospect this is a good solution for online transportation to get a decent place to wait for orders so as not to make the streets a waiting place.
