IMPLEMENTATION OF HOUSING SERVICE FOR THE POOR COMMUNITIES IN DKI JAKARTA

The low cost rental apartment is programs of the government to provide the housing service for the poor community in DKI Jakarta. These programs for the people that lived in slums area, or the people relocation. There is three of the low cost rental apartment that built in Jokowi-Ahok Regime start form 2009 until 2016. There are Marunda, Jatinegara Barat and Rawa Bebek. The government provides the facilities for the people living in the low cost rental apartment. But, there are different facilities for each low cost rental apartment.

This research used the gualitative research method to collect the data and information which using a variety of sources, such as interview, journals, books, website, and information which is related with this case. The location of this research is in Department of Public Housing and Buildings DKI Jakarta Province, and the three of the Low Cost Rental Apartments such as Marunda, Jatinegara Barat and Rawa Bebek Therefore, the objective of this research is to describes existing programs that implemented by Jakarta administration in achieving the affordable house for the poor community in DKI Jakarta

During the implementation program, the government also has problem with the facilities for the people with disability and elderly. Every low cost rental apartment has to compliance with the Regulation of the Ministry of Public Works and Housing Number NO/30/PRT/M/2006/ about facilities and accessibility. Therefore, the objective of this research is to describe existing programs that implemented by Jakarta administration in achieving the affordable house for the poor community in DKI Jakarta. Based on the research results, the government provides the good facilities, except Rawa Bebek. The government also has problems with the facilities of public place that not free such as parking area and stalls in Marunda. Another problems, there are rich people that living in Marunda. The government also not gave the low cost rental apartment with the affordability house. Rawa Bebek and Jatinegara Barat have the higher price than Marunda.

The governments have to provide the same facilities for the all low cost rental apartment and give free for the public place such as parking area and stalls like in Rawa Bebek and Jatinegara Barat. The government also has to provide the affordable price for the poor people. Because, the people not only pay for the rent but electric bills, and water. The governments have to give the same facilities for the all low cost rental apartment for the poor community.
