Abstract
United States and Vietnam had no diplomatic relations after the Vietnam War in
1975. United States also implemented embargo in economy and military relations. The
effort to re-establish formal relations started in 1989 on both sides. After several
adjustments, the diplomatic relations was opened again in 1995 under Bill Clinton
administration. The re-establishment then followed by strengthening relation in several
areas such as economy and education. However, the military embargo still implemented
before it was lifted in 2014. The lifting was on the same moment with China's harsh
move on South China Sea dispute and the plan of Vietnam to diversify its military
capability which highly relied on Russia as former partner on Cold War. This
undergraduate thesis will seek the reason behind the decision to lift arms embargo to
Vietnam. The writer would focus on the actors who involved in the decision making
process and their role in the government system.
