Abstract
Disahel citizens are citizens who are particularly vulnerable to various social and mental problems that must be fought for religious diversity and his defferently. If allowed to remain disabel residents to become citizens who are helpless, because it is formed by the conditions as citizens who have been crippled and marginalized. Once the existence of guidance and counseling services sustainable development through mentoring in cooperation with relevant institutions as co-bearers of the policy holders will materialize disabel independent private citizens, responsible and do not feel marginalized. to put yourself in the community participate in nation building and conducting worship as well as possible, and society formed inclusions are expected together. Guidance in implementing the guidance tailored to the background institutions. So that the different results obtained. Implementation guidance of the Ministry of Religious services can be conducted intensively, and according to the needs. Because in every district and even village there Extension Islam who are ready to do service to the people who need the guidance counseling services to Islam. So it takes planning guidance activities, in order to facilitate measuring the level of success of guidance services. But the problem is whether any guidance actors can carry out their duties properly or not. It is necessary social sensitivity, as where guidance to the needs of disabled people, as citizens who are prone to problems of life and belief that if no guidance will remain a marginalized citizens as early perception has been formed as a troubled and isolated people, because there are some people embarrassed to have children or elderly family disabel, thus not given the opportunity an education, many cases schools do not accept students disabel. Besides the parents' education level is low, so do not think about the importance of education for a child disabel. The issue of education for the disabel is complicated, of human resource issues educators are lacking, mobility and accessibility facilities are limited and not partial to residents disabel. Thus requiring multiple cost than the cost of education in general. Advocacy issues (legal protection), the right to work, health insurance, public services for citizens disabel many unresolved: • Sexual abuse of people with visual impairments. • deprivation of the citizens disabel graita tuna. • Deprivation of rights not mobility accessibility for disabled. • Facility places of worship that are not accessibility. There are many more cases that have not been resolved.
Then the solutions adopted to provide guidance and cooperation with relevant institutions as a partner carrier policy holder.
