Abstract
Tourism supports people in improving their economic situation by leveraging existing resources and adjusting to social situations. Pentingsari Tourism Village is one of the first tourism village in Special Region of Yogyakarta and located in the Mount Slop Merapi area. In accordance with Law 10 of 2009, the community requires participation from the government, non-governmental organizations, or other stakeholders in community-based tourism through tourism villages in relation to facilities and services. This research will look into the role of stakeholders participation in tourist development that must work together. The qualitative research method used in this study was a case study approach using both primary and secondary data. Data analysis was carried out using reduction, data presentation and conclusion drawing. The findings of this study show that stakeholders have been active in tourism development efforts in Pentingsari Village through tourism villages with community-based tourism. This can be seen from (1) Government development assistance has been given, although it has not been fully utilized. (2) Stakeholders are willing to relate to facilities and empowerment, which are more prevalent, particularly from the business sector. (3) The use of local resources in tourist villages has been used quite well but still needs to be developed. (4) The strengthening of local institutions in the development of community-based tourism is well-managed, but internal meetings remain relatively insignificant. (5) The links between regional and national levels already have positive relationships.
