Abstract
Post-war Japanese foreign policy fixated on the policy and commitment to reparations for Japanese damage to Asia, especially Southeast Asia. One of the policies performed by Japan is the policy of providing foreign economic assistance as an instrument of Japanese foreign policy as outlined in the Official Development Assistance (ODA) program. At the beginning of the enactment of the ODA policy, most of the assistance was provided to the Asian region amounted to 98%. However, the allocation of Japanese ODA further increased in Africa instead, where in the 1980s it amounted to 11,4% of the total ODA, increasing to 34.2% in 2006. This research focuses on the reason why Japan shifted its foreign assistance policies, which was originally dominated by ODA for Asia, then increased its amount for Africa. In this study, the author applied qualitative method by utilizing secondary data which were then analyzed through political bureaucratic theory. Based on the results, it was found that the policy of relocating Japanese ODA from Asia to Africa was led by the bargaining process carried out by bureaucratic actors and private sector, driven by the interests and perceptions of each actor regarding Japanese ODA.
