Abstract

Illegal fishing is a massive threat for Indonesia, since Indonesia is the largest archipelagic country in the world. Illegal fishing is not only a simply a fisheries management issue, but also includes activities of overfishing. Indonesia continues to solve this issues by eradicate illegal fishing activities. This research examines the motives behind Indonesia’s decision in ratifying the Agreement on Port State Measures (PSMA) to tackling or solving the problem of illegal fishing in Indonesia. The research method is used in this research is a qualitative method with library research technique by gathering, studying, and analyzing data from various relevant sources which are secondary data of the information. The Model of Foreign Policy Decision-Making by William D. Coplin is applied to analyze the factors as an input in Indonesia’s foreign policy decision making process. As William D. Coplin stated in his model of foreign policy decision-making, if Indonesia ratifies the Agreement on Port State Measures (PSMA) that influenced by domestic politics, economy and military capabilities, and international context factors, then Indonesia will solve the issue effectively. In this case, international agreement is essential to eradicate this issues. If it has enormous resources, it will achieve the goal successfully.
