Abstract

Every sovereign state has the right to set the course of its foreign
policy. Indonesia as one of the sovereign states has the ability
to make its own foreign policy. The Government of Indonesia
as an actor in decision making must consider the things that are
happening. Corona Virus Deases (COVID – 19) is a new variant
virus that first appeared in Wuhan, China. The virus has had a
huge impact on human life, not only impacting on health but
COVID-19 also affects several other aspects of human life such
as social, economic and political. The worldwide spread of
COVID-19 affects every country to create a foreign policy to
prevent the virus from spreading and causing large numbers of
fatalities. In analyzing foreign policy in dealing with the
COVID-19 pandemic, the author took the Foreign Policy of the
Government of Indonesia in limiting the visit of foreign nationals who want to enter Indonesian territory during the
COVID-19 pandemic. The purpose of this study is to find out
the factors that influence the Indonesian government in taking
the policy. The author uses foreign policy theory with a model
of foreign policy decision-making, which explains the
importance of internal and external factors in influencing
decision-making during the formulation of foreign policy.
