Abstract

Refugees and asylum seekers from Middle Eastern countries such as Iraq, Syria,
Afghanistan, and Africa such as Lybia, Nigeria are fled in several cities in Indonesia due to the
impact of several factors, one of which is the war of separatist groups. The presence of UNHCR
(United Nations High Commissioner for Refugees) to protect the rights of refugees, especially
those in Indonesia, to obtain protection in terms of health and education. The research objective
was to determine the UNHCR strategy in assisting refugees from the Middle East in Indonesia
to reach the country of asylum recipients. The importance of research is to find out UNHCR's
efforts in helping refugees or asylum seekers from the Middle East to obtain rights during
transit in Indonesia and obtain citizenship in an asylum recipient country. To analyze a problem
that is often faced in the context of international relations, in this paper the author used
International Organization Theory and the Concept of International Legislation to explain the
problems of refugees from the Middle East in Indonesia with qualitative research methods and
descriptive approaches, the author intends to analyze the actions of UNHCR handling refugees
from the Middle East in Indonesia in 2016-2020.
