Abstract

This study seeks to explain the reasons behind Poland's inconsistent stance on the
issue of migration, which was marked by the massive acceptance of migrants
originating from Ukraine while rejecting Middle Eastern refugees in the 2015
refugee crisis. Despite adopting a hardline anti-migrant policy in 2015, it is
known in 2017 Poland became one of the EU countries that issued more visas for
foreign workers compared to other European countries where as many as 85% of
the recipients of these visas were Ukrainians. This study found that there were at
least three factors that led to the inconsistency of Poland in its immigration
policy. The first factor is domestic politics, the perceived openness of the rightwing government of Law and Justice (PiS) and Polish society to Ukrainian
migrants. The second factor is economic factors, namely the issue of labor
shortage that threatens the Polish economy. Lastly is the international context,
namely the well-established Polish-Ukrainian diplomatic relations and the cheap
Ukrainian labor, which are superior in terms of both wages and productivity.
