SECURITIZATION OF REFUGEES AND THE REASON OF HUNGARY REFUSED REFUGEES IN 2015-2016

The phenomena of refugee crisis in the European Union in 2015 brings big impacts to its member country, especially Hungary. The research indicates many threats that brought by those refugees that influence the Hungarian government policies. This study has goals as a form for doing deep analyze regarding the securitization process of refugee issue as the normal issue in the beginning to become the threat issue in Hungary as the reasons behind Hungary rejected the flooding of refugees and it is completed by writing the new policies that have been made by Hungary’s government. Based on the knowledge from literature review of securitization theory, the threats that occurred is not only in term of military security, but it also attacks in the field of economic, socio-cultural, political, Hungary’s national security and identity. Most of information will be gotten from official data and secondary data, and this study uses qualitative methods that aims to gain in-depth insight the history of the case and the reason of emergence the new policies of refugees in Hungary. The result shown that Hungary’s people are possible to become Xenophobic and Islamophobic. They are afraid that their identity and security is interrupted by strangers, which are refugees. The securitization of the refugee process began with the changing of ordinary issue into security issue that is conducted by government as the securitizing actor, convincing the Hungarians as the audiences, and this process is supported by Speech Acts in order to make the securitization process successful. The main reason for Hungary in rejecting refugees is Hungarian government has successfully changed the refugee issue as the normal one into the threat issue in the end.
