Abstract

The thesis aims to analyze Qatar's Foreign Policy regarding the decision to exit OPEC membership in 2019. To analyze the policies undertaken by Qatar, the thesis uses foreign policy theory according to Kalevi Jaakko Holsti and the Rational Actor Model according to Graham T. Allison. This study uses qualitative research method that aims to collect data related to thesis title. In 1960, OPEC was inaugurated as an international organization. Qatar became an OPEC member state in 1961, but decided to quit OPEC membership on 1 January,2019. The decision by Qatar aims to increase the yield of domestic natural gas or Liquefied Natural Gas (LNG) from 77 million tons to 110 million tons per year and there are political factors that make Qatar not considered a policy-making country in OPEC. In addition, Qatar wants to be free from the shackles of Saudi Arabia which controls OPEC. In terms of profit and loss, Qatar has not suffered any major losses due to its involvement in OPEC, which is not maximized, and the advantage is that Qatar can develop its natural gas production without being bound by the organization's agreements.
