Abstract
The ratification of ILO’s Work in Fishing Convention
No.188 by the Government of Thailand is a serious setp in
tackling the human slavery cases in the domestic fishing
industry. This study explains the reasons behind the ILO C188
ratification bye the Government of Thailand in 2019. By using
constructivism theory, especially international society-centric
constructivism theory, this study finds that the driving factors of
the ratification process by the Government of Thailand are the
development of international norms regarding the protection to
the rights of fishermen and also the role of international
organizations, such as Human Rights Watch and
Environmental Justice Foundation, which influence the the
Government to conform the norms. Besides, the encouragement
from the United States and the European Union, which are part
of main trade for Thai fishery products, by giving sanctions for
human rights violations cases in Thailand fishing industry.
