STRATEGI KOMISI PEMILIHAN UMUM DI KABUPATEN BANTUL DALAM UPAYA MENINGKATKAN PARTISIPASI PEMILIH PEMULA DITENGAH PANDEMI COVID-19 (STUDY KASUS PILKADA SERENTAK TAHUN 2020)

This thesis is entitled Strategy of the General Election Commission in Bantul Regency in an Effort to Increase Participation of Beginner Voters Amid the Covid-19 Pandemic (Study Cases of Simultaneous Regional Elections in 2020). The general election for the Regional Head of Bantul Regency which was held on December 9, 2020, which was held in the midst of the COVID-19 pandemic and was also carried out directly, which is a form of Democracy. Furthermore, the formulation of the research problem is the strategy and efforts made by the Bantul Regency KPU to increase the participation of novice voters in the 2020 simultaneous elections in the midst of the covid-19 pandemic. This study uses a qualitative descriptive research method that produces descriptive data in the form of written or spoken words from the people or observed behavior. The unit of analysis of this research is the KPU of Bantul Regency, in this case the KPU of Bantul Regency as the organizer and to verify the data obtained by interviewing CSOs, political parties and the novice voters themselves. The results showed that the Bantul Regency KPU's strategy in increasing beginner voter participation was using social media and other mass media as a means of socialization, making the Adhoc Agency as an agent of socialization, holding competitions and Virtual Short Courses to conduct voter education for novice voters, but had obstacles. such as the absence of signals in several areas of Bantul district and novice voters who do not have facilities such as laptops, internet quotas, or even smartphones, it is hoped that the Bantul Regency KPU will be able to collaborate with related parties such as building relationships with schools to get accurate mapping. related to novice voters who do not have device facilities such as smartphone laptops or even internet quotas in an area based on problems and potential so that they can be used to develop more accurate strategies during this pandemic.
