KENDALA DAN TANTANGAN IMPLEMENTASI QANUN JINAYAH DI KABUPATEN ACEH BARAT (Studi Penelitian Dinas Syariat Islam Kabupaten Aceh Barat)

This study is entitled "Constraints and Challenges to the Implementation
of the Jinayah Qanun in West Aceh District". The problem in this research is how
the constraints and challenges of implementing the Jinayah Qanun in West Aceh
District. The purpose of this study was to determine the constraints and challenges
of implementing the Jinayah Qanun in West Aceh District. This type of research is
qualitative research with data collection techniques, namely observation,
interviews, and documentation with a case study research model that only focuses
on one specific object that is studied as a case with a case study research model
that only focuses on one particular object being studied. as a case. The case study
data in this research were obtained from all parties concerned with the research,
which were collected from various sources. The results of this study indicate that
there are 4 indicators used as benchmarks for the success of policy implementation,
namely: first, communication, communication by the Civil Service Police Unit and
Wilayatul Hisbah distributing brochures and essences by the government. The two
resources, the resources of the Civil Service Police Unit and the Wilayatul Hisbah
are still lacking in numbers. The third is disposition, the disposition carried out by
the civil service police unit and wilayatul hisbah in law enforcement, namely taking
other measures in implementing the Jinayah Qanun. The fourth bureaucratic
structure, the bureaucratic structure weakens from within the agency itself because
in the PP and WH Satpol agencies there are fields that have similar duties and
functions. There are 4 indicators that are used as benchmarks to measure the
success or optimization of the implementation, in this study there are 3 indicators
whose implementation is not optimal.
