Abstract

This study aims to explain community-based village-tourism governance in Kelortourism villages during the COVID-19 pandemic and identify factors that influence
the implementation of such governance. This is because the governance process in
Kelor Tourism Village still has obstacles in its implementation, including human
resources that have not been optimal in community participation in tourism. This
study uses a qualitative descriptive method using two data collection techniques,
namely interviews and documentation. The results of this study indicate that the
implementation of community governance in the Kelor Tourism Village during the
COVID-19 pandemic can help overcome these problems and obstacles. Human
resources that are not yet optimal are given training so that they have the competence
to support tourism, and community participation in tourism activities is still not
encouraged by various programs and activities that are economical. Suggestions that
need to be conveyed to the community are to be more responsive to government
programs and adaptive to changes that occur.
