Abstract
The oil and gas industry (MIGAS) as the main driver of
development in Indonesia began with massive oil production
which increased sharply in 1970. Within the framework of the
State Budget during the New Order period, oil and gas was the
main driving force as a source of foreign exchange for the
country as well as the basic capital for development. However,
the proportion (percentage) of oil and gas revenues in the
APBN from the beginning of the Repelita to the end of the
Repelita continued to decline from 60% to only 17%. Revenue
from oil and gas is mainly influenced by the production
capacity and the level of domestic fuel consumption. The
development of Indonesia's oil production from year to year
has decreased, so extraordinary efforts are needed to find new
reserves and increase production. The potential of Indonesia's
oil and gas resources is still large enough to be developed,
especially in remote areas, deep seas, old wells and eastern
Indonesia which have not been intensively explored. Oil and
Gas resources with the lowest exploration difficulty have
practically been exploited and left with a higher difficulty
level. On the other hand, government regulations governing oil
and gas businesses upstream and downstream have not been
able to guarantee investment in the oil and gas sector, because
there are still many other problems that hinder the realization
of investment.
The research which aims to find out how government policies
are carried out to maintain National Oil and Gas is carried out
using a qualitative descriptive method, which is a method that
describes using facts that utilize secondary data obtained
through books, journals, newspapers, websites. and writings
related to the problems that will be discussed in this thesis.
While the data collection technique used is through library
research which utilizes data or materials in the library to
support research obtained from books, magazines, newspapers,
websites and other materials in accordance with topic to be
researched and can be tested for truth.
From the results of the study, it can be concluded that the
changes in oil and gas governance in 2001 and government
policies in implementing investment in the oil and gas sector
experienced a very drastic change from before. In the 1971
policy, Indonesia only had two elements, namely the
government and national companies. And in 2004 the
investment in the oil and gas sector was successful even
though the investment had fluctuated up until this year.
