Abstract
Gender issueshave alwaysbeen a problemof its ownin development, especially forthe Third World. In thedevelopmentprocesssometimesthe roleand positionof womenis often overlooked, this is becausewomen havea weaker positionthanmen.Indonesia is onecountrythat isstilllackinginvolvingthe roleof womenin society, especially womenin Papua. Poverty, violence, low levels ofeducation, lack ofhealth servicesand the lack ofparticipationin the community, this is theproblems faced bythe people of Papua, Papuan womenespecially. Oxfam's presence as aNon-Government Organizations(NGOs) have a positive impactfor the people ofPapua, especiallywomen. Throughthis study, the authorsreviewOxfameffortsin reducing thegender gapinPapua. This studyis based on theliteratureand datadirectlyfrom theOxfamofficeinPapua. Thisstudyoutlinesthe effortsof Oxfamfound thatasNGOsin reducing thegender gapinPapuathroughPapuanWomen's Empowerment(PAWE) isto empowerinternallyandempowerment ofwomen's organizationsin Papua.as for thepurposeofPapuanWomen's Empowermentprogramis to encourageandchange theperspective ofthe people of Papuato genderas well astoempowerthe womenof Papuawhichareunderlinedpoverty, by increasingwomen's participationin the implementationand decision-making processin acommunity-baseddevelopmentprograms.
