Collaborative Governance between Sleman Regency Government and Provincial Government of Special Region of Yogyakarta (Case Studies: Progress and Development in the Jogja Smart Province Data Center 2019)

Information and communication technology is developing rapidly in every
part of the world, including in Indonesia. Besides being used to facilitate the
development of information and communication technology, it can also be used to
accelerate information acquisition. Therefore, it is very obvious if this development
encourages all groups to participate to take advantage of it, including those from
government sector who also take advantage of the development of information and
communication technology to support the process of running the public services.
In Indonesia, almost every region creates an innovation by utilizing
information and communication technology. For example, one of the innovations
created by the Special Region of Yogyakarta Communication and Information
Department together with the D.I Yogyakarta Government, namely Jogja Smart
Province. This innovation utilizes information and communication technology to
create effective government collaboration in every OPDs in each district in D.I
Yogyakarta, one of these districts is Sleman Regency.
This study discussed how the cooperation between the Government of D.I
Yogyakarta and the Regional Government of Sleman Regency with the Jogja Smart
Province data center managed by the Information and Communication Office of
D.I Yogyakarta and also discussed data integrity and cooperation between regions,
especially in Sleman Regency in the last one year. Furthermore, in this study, the
method used is to combine two research methods, namely qualitative methods and
quantitative methods. With this method, the data obtained is divided into two,
namely: primary data which obtained from interviews and questionnaires, and
secondary data which obtained from documents, literature, and previous relevant
research.
The research results obtained in this study indicate that the innovation
development of Jogja Smart Province in the past year is still not optimal. This can
be seen from the uneven socialization of the innovation of the Jogja Smart Province
and there are still differences in objectives between Regional Government
Organizations (OPDs) in Sleman Regency and also ego sectoral behavior which is
considered to be a challenge in the development of the Jogja Smart Province.
Therefore, it can be said that the development of the Jogja Smart Province
innovation to create good collaboration still needs improvement, and the
improvement is not only from internal part but also the external part.
