KEBIJAKAN LUAR NEGERI DUTERTE TERHADAP PEKERJA MIGRAN FILIPINA DI KUWAIT TAHUN 2018

The diplomatic crisis that occurred between the Philippines and Kuwait was motivated by the problem of the Overseas Filipino Workers (OFW) who was found dead in a refrigerator in Kuwait City in 2018. Using the theory of national interest, rational choice, and the concept of image building, this paper aims to analyze the policies implemented by President Duterte towards Filipino migrant workers in Kuwait and their impact on relations between the two countries. The implementation of the kafala system in Kuwait has triggered cases of human rights violations against OFW so President Duterte demands to improve the labor system. The series of events that happened to OFW in Kuwait was used by President Duterte to improve his image of human rights issues in the Philippines.
