Abstract
This research, entitled Implementation of Regional Regulation Number 5 of 2004 concerning Street Vendors in Cilacap Regency during the Covid-19 Pandemic, aims to find out how to implement regional regulation number 5 of 2004 concerning street vendors in Cilacap Regency during the Covid-19 pandemic and to find out what factors influence the implementation. The research method is using descriptive research with a qualitative approach method. Data collection techniques using interview techniques and documentation studies. As for the results of this study, researchers concluded that first, Regional Implementation Number 5 of 2004 on street vendors in Cilacap Regency during the pandemic, namely only by providing guidance and direction as well as appeals to street vendors and providing assistance to street vendors, namely trading facilities in the form of tents and carts that where to help these street vendors during the Covid-19 pandemic. Second, regarding the research on street vendors organized by the Satpol PP, various efforts have been made by the implementing team, both in the form of socialization, controlling, structuring, giving sanctions for mistakes according to the rules. However, this produces results that are still less than optimal. Third, the factors that affect the overall success have not been met by the implementation team. Moreover, in terms of communication and HR (Human Resources) this can be proven from the lack of understanding of street vendors on the regulations that have been stipulated in the regional regulation, as well as the lack of optimal human resources from the implementing team.
