Abstract
The Gandeng Gendong Program is a program initiated by the Yogyakarta City government launched on April 10, 2018 with the aim of alleviating poverty and the welfare of the people in the city of Yogyakarta together with other stakeholders by empowering and improving the community's economy, especially people with low economies. The stakeholders in the Gandeng Gendong program are the city government, campuses, corporations, communities, and villages. In the Gandeng Gendong program, there are excellent programs, namely Nglarisi services and supporting programs, namely the Dodolan Kampung program. Therefore, researchers want to know how the implementation of the Gandeng Gendong program in empowering UMKM in the city of Yogyakarta. The method used in this research is descriptive qualitative. The respondents in this study were four people consisting of the Yogyakarta City People's Welfare staff, the Yogyakarta City Regional Development Planning Agency, the Head of Functional Policy Analysis of the SME Cooperative Industry Service, the community who joined as members of the Nglarisi Service. The results showed that the implementation of the Gandeng Gendong program in empowering UMKM in the city of Yogyakarta, among others: (1). Contents of the Policy, where on the basis of Perwal No. 23 of 2018, the Gandeng Gendong program was born which aims to alleviate poverty and improve community welfare by empowering UMKM Gandeng Gendong has a flagship program, namely Nglarisi Service, in carrying out this program the government uses the concept of collaborative governance with 5K stakeholders, namely City, Corporation, Campus, Community, and Village. With this program, it is hoped that it will bring about change by improving the community's economy (2). Implementation Environment, in the implementation of the program there are powers, interests, and strategies of the policy makers so that the program achieves its objectives, if the policy makers do not have a balanced power then the implementation of this policy will be controlled by other actors who have greater power. (3). The development and increase in economic income through the Gandeng Carry program, as evidenced by the existence of this program, the economy of UMKM actors who are members of the program has greatly improved (4). Implementation of the Carrying Hand Program during the covid-19 pandemic, the program is still running but meeting banquet orders are reduced due to the work from home policy. The researcher recommends that the city government make new innovations or redevelop the Nglarisi Service so that it has a better system, then regarding payments to UMKM that provide meals more regularly so as not to disrupt capital stability, the researcher also suggests that the city government should develop Nglarisi services, not only used by the city government to UMKM actors but can be used widely to the community.
