Abstract

The main focus of this research is Collaborative Governance in Overcoming Termination of Employment (PHK) Due to Covid-19 in the Special Region of Yogyakarta. The Covid-19 pandemic has had a negative impact on the tourism sector. The impact of Covid-19 is not only at the national level but also at the regional level including the Special Region of Yogyakarta (DIY). Whereas the highest economic contributor in DIY is dominated by the tourism sector. Therefore, the government is required to issue policies and strategies so that the impact due to Covid-19 can be reduced. There needs to be collaboration between parties. Then the government issued a program which later the program will be correlated with the Termination of Employment. This study uses Ansell and Gash's Collaborative Governance theory and the theory of policy implementation consisting of the dimensions of communication, human resources, disposition, and bureaucratic structure. This study uses qualitative research and uses secondary data consisting of books, journals, articles, local government official websites and national online news. Furthermore, in processing the data, the author uses the Nvivo 12+ application to classify and analyze research data. He found that first, Covid-19 had a bad impact on the tourism sector, this impact had a direct impact on employment and other tourism activities such as a decrease in the number of tourists, a decrease in the number of workers. working in hotels, this has resulted in many workers in this sector experiencing layoffs. With all the existing problems, the government makes new strategies and policies that are expected to be able to restore the tourism sector and employment in it
