FEKTIVITAS PROGRAM PEMBATASAN JAM MALAM DAN STUDY FROM HOME (SFH) DI KABUPATEN PATI SEBAGAI UPAYA PENANGGULANGAN COVID-19

This research paper is entitled "Effectiveness of the Night Curfew and
Study From Home (SFH) Program in Pati Regency as an Effort to Overcome
Covid-19" which is the result of interview research to answer the problem
formulation, namely how the effectiveness of the program of implementing
the curfew and the effectiveness of study from home in the policy of
implementing the curfew restrictions on community activities in January
2021 as an effort to overcome COVID-19 in Pati Regency, Central Java.
To answer the formulation of the problem, the researcher uses the theory
of policy effectiveness from Campbell J.P in 1977, with 5 indicators, namely
understanding the program, being on target, on time, achieving goals, and
real change. The method used in this research is descriptive qualitative
method, with data collection techniques using interviews, observation, and
documentation.
From the 5 indicators that have been analyzed, the researcher concludes
that the indicators that have the most influence on effectiveness are
indicators of achieving goals. The indicator for achieving the goal contains
2 parameters, namely the community can adapt to new programs by the
government and publications through information media are achieved until
all students and the community. Meanwhile, for indicators that are
considered less effective, namely indicators of program understanding, this
indicator is not considered fully operational considering that there are still
many obstacles, both from adherence to health protocols and the lack of
generalization of the division of levels in the implementation of Study From
Home.
Suggestions from research on the policy of the covid-19 pandemic case
so that the Pati Regency Government invites the Covid-19 task force and
the Police and Soldier and civil servant. There needs to be a firm and
disciplined attitude from officers or officials in guarding the program so that
the community obeys to give sanctions if they violate the rules. according
to the level of violation.
