STRATEGI PENINGKATAN EFISIENSI KEUANGAN DI RS.ORTOPEDI PROF. DR. R. SOEHARSO SURAKARTA MELALUI ALIANSI KONSOLIDASI PENGADAAN BARANG DAN JASA RUMAH SAKIT VERTIKAL SE JOGLO SEMAR

Background: Prof. Dr.R Soeharso Orthopedic Hospital Surakarta is one of the 15 vertical hospitals in Indonesia. RSO Prof. Dr. R is the Technical Implementation Unit (UPT) of the Indonesian Ministry of Health that uses the Financial Management Pattern of the Public Service Agency according to the Decree of the Minister of Health Number: 756/Minister of Health/SK/VI/2007, concerning the Determination of 15 (fifteen) UPT Hospitals of the Ministry of Health of the Republic of Indonesia with Pattern of Public Service Agency Financial Management (PPK BLU). Procurement Consolidation Alliance needs to be carried out at Prof. Dr. R. Soeharso Orthopedic Hospital Surakarta because it has several benefits, including: Reducing the number of procurement activities, Efficiency time and resources in the procurement process, Increasing the bargaining position of users as buyers, Reducing procurement risk, Growing local industry/local providers and Increasing economies of scale. Objectives: To discover the strategy for improving financial efficiency in Prof. Dr. R. Soeharso Orthopedic Hospital Surakarta through a consolidation alliance for the procurement of goods and services for vertical hospitals throughout Joglo Semar. Methods: This research is a mixed methods research, which is a research step by combining two approaches in research, namely qualitative and quantitative. mix methods approach is needed to answer the formulation of research problems. Quantitative analysis is used to analyze the price of goods before the consolidation alliance with the price of goods after the consolidation of the procurement of goods and services, as well as to determine the increase in financial efficiency in hospitals through the consolidation of the alliance for the procurement of Vertical Hospital goods and services throughout Joglo Semar. While qualitative is to dig deeper regarding the benefits of the consolidation alliance for the procurement of hospital goods and services. Results: The Wilcoxon test results obtained a p-value or probability value <0.05, so it can be concluded that the research hypothesis is accepted (accepting H1 and rejecting H0) which means there is a difference between before consolidation alliance and after consolidation alliance. The results of the Nvivo Analysis Test show that the variables of quantity, quality, time efficiency and budget efficiency have a role in conducting consolidation alliances in the procurement of goods and services. Conclusion: There is a difference in Financial Efficiency between before and after the Consolidated Alliance for the Procurement of Goods and Services.
