PT Pertamina (Persero) Processing Unit IV Cilacap is an oil producing company that processes crude oil into fuel and non-fuel oil. This process, in turn, affects significantly to the environment if it doesn’t managed well. Therefore, PT Pertamina Processing Unit IV implements Community Development program as a manifestation of company’s social responsibility to the society exposed by positive or negative impact from all company activities. This research was a descriptive with case study method using interview, observation and documentation technique to collect data. This research showed that CSR PT Pertamina Processing Unit IV is realized through the Community Development that is the program intended to build and develop the society in order to increase their living standard and autonomy. This program include activities that touching or needed by society from the program’s objective based on the mapping result and approaches done by the Public Relations of PT Pertamina Processing Unit IV in collaboration with relevant parties, thus all efforts done by PT Pertamina Processing Unit IV is oriented to the society need. The conclusion obtain from this research is that the role or Public Relations in the implementation pf the Community Development program is not only in technical field or Communication Technician, as a provider of all the publicity needs particularly the CD program and other related medias, but it is also plays a part in providing input about all existing issues (Problem Solving Process Facilitator), to the program either that implemented by the company and in the from of CD program
